PAS AT THE EUROPEAN COMMISSION
The
most recent call for proposals concerning employee
ownership was corrupted (see below "Panic at
the European Commission").
José Manuel Barroso was questionned on November
12. Answer should be awaited within the 15 days,
as the European Commission promises. Strangely nothing
came. A
double complaint was thus addressed to the European
Ombudsman.
During the same time, we can observe that President
of European Council Nicolas Sarkozy was able to
answer and to take actions. To be continued…

PANIC AT THE EUROPEAN COMMISSION
As
usual on the 1st of September, the European Commission
- DG Employment & Social Affairs organised a
call for proposals in 2008 about "Restructuring,
well-being at work and financial participation".
Strange mixture, isn't it? This is supposed to be
in line with the European Union policy aiming to
support employee financial participation. Such proposals
are
evaluated by a small "Evaluation Committee"
within the Commission's services.
A first proposal got a negative answer
on November 5. The reason was: "The project is inopportune
taking into account the economic and financial current
environment (promoting financial participation in
financial services)." How could such a small committee
take such political decision? Mystery. How could
you call for proposals on September 1 and declare
on November 5 that it is inopportune??
A second proposal was about setting up "A European
ESOP". ESOPs (employee stock ownership plans)
are probably the most typical way for employee financial
participation in USA. It is particularly effective
for small and medium sized companies and for restructuring.
What did the Evaluation Committee decide? The proposal
was refused. The reason was: "No link with
the objective of the budget line."
Ignorance, incompetency, what else? We call for
a renewed Commission with real competency in the
matter. Letters were addressed to José Manuel Barroso
and to Nicolas Sarkozy.
