in SMEs - Great Britain's success
With the Employee Ownership Trust (EOT),
Great Britain is the only European country so far
to have been able to set up an effective policy
of employee share ownership in SMEs. A remarkable
success! Yet it could be even better. Today, there
is a worldwide debate on the respective advantages
of the EOT compared to the ESOP plan.

A Generic ESOP Employee
Share Plan for Europe
Employee share ownership in SMEs is microscopic
in Europe while it is widespread in the USA. This
difference is due to the implementation of a particular
employee share plan in 1974 in the USA, the ESOP.
The purpose of this paper is to conceptualize a
generic version of the ESOP model that, with some
variations, could be implementable in all European
countries.

Shareholders and
employee shareholders in European SMEs
The number of shareholders in SMEs is very
small in Europe. However, employee shareholders
are the most numerous of them. The workers cooperative
scheme is declining in Europe, while new employee
share ownership schemes are expanding. The UK provides
high quality information about these facts, while
reliable information are almost non-existent in
other European countries.

The major goal of the European Union's policy in
this area was for nearly thirty years defined as
"employee share ownership for all". Indeed solid
evidence shows that the benefits of such a policy
are great not only for employees and for businesses,
but for society in general. Despite significant
progress in Europe, the goal is still far from being
achieved, especially in SMEs. The "missing link"
is a European Action Plan. It was requested by the
European Council in 2000, announced by the Commission
in 2002, prepared by a Pilot Project in 2014, yet
it has still to be put in place.
